I have not used my velosolex for 4 years! Now it does not start. What should I do to make it start again? thank you for your advice. I live in San francisco, CA. Do you know anybody who could look at it?

Most probably the fuel system is not working properly.
If you remove the hose connected in between the carburettor and the tank ( reflux hose) there should be fuel dripping out when engaging the engine if not check al leads and filters for clogging. make sure to remove the pump and check whether the membrane behind the pump is functioning well.
Also clean the breaker points the contact surfaces may have been oxidised and giving to much resistance to generate a spark on the spark plug
